“Today, I, on behalf of the Witch Committee of Northeast, convene this assembly.”
“There are two main agenda items: first, to report on the productivity growth data over the past two years, which I, as Deputy Governor, am responsible for; second, to announce the entire Northeast entering a wartime state and the implementation of multiple wartime measures, a portion of which will be addressed by Governor Chilian.”
Thunderous applause erupted in the assembly hall.
Xing Luo opened the report on the podium.
The report contained the productivity data of Northeast society—technically, as captain of the Infiltration Corps, she was often away from Northeast and shouldn’t have been responsible for this section, yet the Witch Committee still appointed her to carry out this task.
Although she had kept an eye on the developments in Northeast while carrying out missions in the mainland, she hadn’t expected the region to have advanced so rapidly over these two years.
It was somewhat beyond her expectations.
“…The total power generation in Northeast has increased from 5.2 billion kWh in 2016 to 6.5 billion kWh this year, an annual growth of 11.8%.”
“Thanks to the commissioning of the first III-level Beast Core Power Plant, our power output has steadily increased.”
“This is a joint achievement made possible by the improvements of our Northeast researchers and grassroots workers, combined with the support of the magical girls…”
Applause rose again.
“…Northeast’s grain output rose from 627 million jin in 2016 to 806 million jin this year, with an annual growth rate of 13.41%. The 1.12 million people across the provinces of Northeast can now roughly meet their basic needs and are progressing towards a moderately prosperous society.”
“Here, we must thank the magical girls of the Infiltration Corps—the excellent Hybrid Rice varieties they brought from the mainland over the years have effectively improved the food situation in Northeast…”
The applause grew louder.
“Next, steel production has increased from 5.23 million tons in 2016 to 7.5 million tons, an annual growth of 19.8%, basically achieving the goals of the Five-Year Plan.”
“Steel output is crucial for heavy industry construction. Under the careful guidance of the Planning Committee, steel production in Northeast has made a leap forward.”
“Moreover, we have mastered the manufacturing technologies for various special steels, enabling us to produce advanced machinery. The outdated machine tools left from the last century have been mostly replaced by more advanced models, which are on par with those produced in the mainland…”
Applause continued unabated. The representatives seated in the hall were in high spirits; such abundant achievements united them even more.
Xing Luo sighed with relief. As long as everyone remained united like this, no difficulty would be insurmountable.
“This is the great victory of our unique Northeast system. It proves that magical girls, as an advanced social force, can lead humanity towards a bright future.”
“At the same time, we must not overlook the dedication of our military comrades. Human Civil-Military Unity is the foundation of our Northeast society.”
“Our revered General Bai Rong is still tirelessly working on planning the Revenge War and could not attend this assembly. Therefore, the next agenda will be handled by Governor Chilian. Let us welcome Governor Chilian to the stage.”
Xing Luo watched the scarlet-clad girl stride forward. Her steps were heavy and resolute, without a trace of the frivolity typical of her peers—her burden was immense, or perhaps her hatred was too heavy…
Xing Luo sympathized with her, yet she could never accept her extreme views, and Chilian had never truly opened her heart to Xing Luo.
Chilian took over from Xing Luo, cleared her throat, and prepared to speak.
Xing Luo noticed that she did not open the prepared speech—she intended to speak off-script, likely having rehearsed countless times in secret given the importance of this assembly.
“I am your Governor, Chilian.”
Chilian’s authoritative voice echoed through the entire hall via the loudspeakers. For a moment, the entire assembly fell silent, waiting for her next words.
“I am honored to be your Governor. I sincerely thank you for choosing me, an outsider from the mainland, to be your leader. I will not let you down.”
“I will lead our brave magical girls to accomplish the set goals of revenge, to bring the New Order across the whole of China, to judge the wicked who have committed heinous crimes, and to annihilate the Enemy of All Humanity.”
After Chilian’s words, there was no applause—everyone held their breath, awaiting her next declaration.
“As we all know, for the past twenty years, the mainland tyrants have oppressed the newly born magical girls. The recent wave of magical girls escaping oppression and flocking to us is the best proof.”
“And I, as a typical representative among them, have the duty to rescue those magical sisters still trapped in misery.”
More than half the hall consisted of magical girls, so many of them agreed wholeheartedly with Chilian’s words. Fragmented applause broke out, to which Chilian responded with satisfaction.
“I know what our enemies fear—they fear that magical girls threaten their rule. Magical girls were born from the arrival of beasts; they exist to destroy this decayed and backward world!”
“Being a magical girl is an honor and a responsibility. Magical girls are the embodiment of justice in this world, the violent execution of righteous judgment! Bringing destruction to this hopeless world is the shared mission of every magical girl.”
Whenever Chilian mentioned destruction or judgment, she emphasized her words with force. Thanks to the loudspeakers, her voice was filled with anger and dread.
“Next, as Northeasterners or Exiles, we are also the Judges of China. Twenty-two years ago, the mainland abandoned us, taking away most of the industrial equipment, defensive weapons, as well as critical food and medical supplies, retreating behind the Yanling defense line.”
“Not only that, they deployed Nuclear Bombs on Northeast’s fertile land, killing many innocent civilians who couldn’t take shelter in time.”
“At least millions perished under the blast waves and the resulting radiation—losses even worse than those caused by the beast invasion.”
“The survivors later died by the hundreds of thousands due to hunger and lack of medical care. This was the greatest tragedy of the twentieth century.”
“Yet now, they choose to ignore it. The person who pressed the nuclear button has long since passed away, never having faced our judgment—truly a great regret in this world.”
Chilian looked towards a corner of the assembly hall where the Exiles sat, saying, “The victims were not only Northeasterners—some among us are Exiles from six years ago.”
“Six years ago, how were you treated? To protect themselves, they used you as cannon fodder and discarded you without a second thought, showing no concern for the homes behind you.”
“They claimed to put protecting lives first, yet at the critical moment, they betrayed you, letting you and the civilians behind you die. Fortunately, Northeasterners saved you. Such shared suffering only strengthens our unity as we cooperate to fight the true enemy.”
Clenching her fist, Chilian continued, “An eye for an eye, a tooth for a tooth, life for life… If they disregard our lives so easily, they must pay the same price. Justice in this world will thereby be served. This is the way the world works.”
For the first time, Chilian opened the prepared speech and read from it: “Accordingly, I hereby announce the following special measures—

Northeast officially enters a wartime state; all combat personnel maintain high alert. Production corps will be reorganized and militarized, and combat units will be replenished.
“Second, the economy will be adjusted to a wartime economy; unnecessary economic activities will be cut back; weapons and ammunition production lines expanded; equipment stocks unsealed and modernized; meanwhile, all Combat-type Beasts will be mobilized and given operational orders.”
“Third, all magical girls will be mobilized to intensify final training and select assault team members. Everyone must reach their respective combat positions and strictly obey the Supreme General Staff’s command.”
When Chilian finished reading, the representatives in the hall erupted with excitement.
Applause turned into cheers, celebrating the arrival of this sacred day—twenty-two years of hatred would finally be avenged.
