“Exactly. None of the other department heads know about you or Flan’s true identities. Within Naitmer, only Maya and I are aware. You can’t tell anyone else either; this is a confidential mission. If you succeed in dismantling the Hero Association from within, conquering the world will no longer be just an empty slogan.”

But usually, it’s a short-term mission aimed at stabbing a target hero in the back, often carried out by monsters with abilities like transformation, mimicry, body swapping, or possession. In a TV drama, this kind of plot might wrap up in one or two episodes.
Boss’s plan, however, was clearly to have her stay undercover for a long time, and the target wasn’t just some particular hero, but the entire Hero Association.

No other department head could play the role of a hero undercover.
