Lu Feng turned his head and saw Xu Chuyao. The fatigue on his face gave way to a faint smile as he waved her over.

“Iโve been thinking about something. If the Ghost Unit really exists, then whoโs at the very top?”
Xiao Si Nuo proposed the “1+1 theory”: The Ghost Unit should have two leadersโone out in the open in the Pacification Council, a public figure with name and title. According to Yu Jingโs stories, Wen Shengqing is highly suspicious.
The other would be in the shadows, directly leading the Ghost Unit, with no traceable informationโbecause heโs just another member within the unit.
